I found a video where it's showing a "weather girl" on the news wearing a regular black dress while talking about the weather.
During live television she gets told to put something more on to cover her body, (to mention, the dress were not even short) and have a caftan handed to her. Apparently there had been concerns and complains from "viewers" that she needed to put something more on. The girl in the video says, after putting on the caftan "I look like a librarian" the answer she got from the man behind the camera is "Great!".
I do not think that men should say anything about women are wearing, it is not the clothes that are making the sexist comments, it comes from people (not men only) that tell women what to wear or not to wear. It is about people not letting people wear what the hell the want to wear. In order to stop this people need to not care about what other's are wearing.
